Roger has over twenty years policy and operational experience in disaster risk reduction, preparedness, emergency response and resilience in a wide variety of contexts. He jointed DFID in 2001 as disaster management adviser to the UK’s Overseas Territories and then for the Caribbean, developing national and regional risk reduction strategies, maintaining UK’s response capacities, and responding to differing crisis events. In 2013 he was seconded to the European Commission’s Humanitarian Office where he led on developing the EC’s Resilience Action Plan, subsequent policy development and implementation. He held lead responsibility for ECHOs’ Humanitarian Preparedness budget line and was ECHO’s urban policy officer. Since November 2019 Roger is a senior humanitarian adviser with DFID’s Humanitarian Research and Innovation Team.
